摘要：
Modernization of government governance is the main task of deepening administrative reform of China. But government governance is stuck in a dilemma now: on one hand, the improvement of government governance ability can increase the aggregate social welfare through institutional efficiency optimization; on the other hand, the existence of interest group and "self-interest" of government will cause pareto optimal effect of institution unachievable, what is called the dilemma of government governance. After analyzing the detailed mechanism of dilemma, related policy suggestion is given in the end.
