An overall assessment method of energy projects

Many assessment models of energy projects only take into account thermodynamic (1(st) and 2(nd) Law) and economic criteria. The environmental criteria are mentioned just when considering about the pollution penalty. Because the prices of energy resources and pollution penalty are not always reasonable, many clean resources, such as natural gas, which are very expensive in China, are seldom used. This paper presents an Overall Assessment Method for energy projects based on natural resources consumption. The polluted air, water and all of other resources are considered as parts of consumed natural resources. So, we call it a total resources assessment. Certainly, this approach has its limitation due to the lack of data of the system. But it should be anticipated that these excises might serve as the guidance for the eventual future application. This paper focuses on the theoretical system of establishing the overall assessment indicator that takes into account the consumed natural resources and the output production. A case study is presented, which focuses on the campus of Tsinghua University in Beijing.
