Public participation in environmental disaster risk management helps to enhance self-rescue capability, solve the "failure of government" in environmental disaster risk management and ensure the public interest orientation of environmental disaster risk management. There are still many deficiencies of public participation in current environment disaster risk management, such as low levels of the organization, weak awareness of public participation, less able to participate and so on. To promote active public participation in government crisis management, we must establish and improve relevant expression mechanism, information disclosure protection mechanism, consultative oversight mechanisms, risk education incentives mechanism, and government, the media and the public co-operation mechanism.
