摘要
Members' bills are an important feature of the New Zealand Parliament, as a way for Members of Parliament to raise issues and attempt to influence government policy. This article discusses the purposes of members' bills, outlines relevant rules and regulations, and analyses success rates and other trends for members' bills in New Zealand from 1990 to 2008. This includes assessing the impact of the Mixed Member Proportional electoral system on members' bills.
