Investment appeal of institutions of higher education with the quality management system

The paper is based on the world encounters of the higher school in the area of educational process quality assurance systems in institutions of higher education. Similarities between Russian and German experiences are noted. The authors consider the development, introduction and certification of a quality management system at a higher school as way offering the greatest perspective for the development of a higher school. It will allow the ordering of all processes at that institution of higher education on the,one hand, and on the other hand, to sharply raise the attractiveness of this institution of higher education in the eyes of both potential investors and of employers of the graduates. Several examples are cited, notably the Tomsk Polytechnic University (TPU). The several elements required for the construction of a quality management system of a higher school are also outlined.
