摘要：
Enterprises within an industrial cluster gather with other organizations in a particular region with similar innovation conditions and environment. If all the actors can conduct innovation activities by network, there will be a link between industrial cluster and regional innovation system. Governments can promote the competition and efficiency to choose policy instruments by actively implementing the cluster initiative. Based on the principle of combining the industrial cluster with regional innovation system, governments should make development policies for the industrial cluster, improve the innovation environment and enhance regional innovation capability in the framework of regional innovation system.
