摘要：

In order to speed up decision-making and operation instruction transmitting of ground-based weather modification,this paper presents a new method which can quickly determine the operation area and time with radar images. Relying on Internet and LAN, a weather modification command system is established. Though the system, radar images are overlayed in the GIS platform, and the operation area and time is determined by the echo moving towards. The system forms the operation instructions automatically, and transmits them to the smart phone by GPRS. It can accomplish province, city and county operation information sharing through the provincial-level server.Using GIS, GPRS and the communication network, this system raises the operation efficiency of weather modification.
