Presenting data in manual form caused difficulties to identify new highway development to minimize traffic density. The purpose of this paper is to make thematic application of Web-GIS system to determine the mapping of roads with heavy traffic, which is the center of economic activities such as markets, schools, terminals, industries and roadside parking areas. The application built using Web-GIS Technology that requires a browser to run and accessible through a computer network. The method used is Multi-Attribute Utility Theory (MAUT) method to process spatial data layer and attribute data by generating geoprocessing layer of the information mapping of dense traffic lanes. The method also used to determine weight value and priority value on each parameter criterion weight of road layer, criterion weight of industry layer, criterion weight of school layer, criterion weight of market layer, and criterion weight of parking lot layer (Vitianingsih and DwiCahyono, Geographical information system for mapping accident-prone roads and development of new road using multi-attribute utility method, IEEE Xplore 2nd International Conference on Science and Technology-Computer (ICST), Yogyakarta, Indonesia (2016), INSPECAccession Number: 16744136, DOI: 10.1109/ICSTC.2016.7877349). The software used to produce the geoprocessing layer is ArcGIS Desktop 10.2, the results will be connected with ArcGIS Server 10.2 that serves to communicate spatial data layer with table attribute data using Microsoft SQL Server Management Studio. The final results of the two database connections are framework design that connects ArcGIS Server with local host ArcGIS Server Manager to user by using ArcGIS API 3.2 for Silverlight and ArcGIS Viewer for Silverlight. The thematic result of geoprocessing shows the classification of roads based on the density of the traffic. The layer with green color represents 36% roads with light traffic, the yellow color represents 32% roads with dense traffic, and the red color shows 32% roads with very dense traffic. The results can be made as an information for the decision maker to develop new highway by looking at the classification of the roads.
