FUZZY COMPREHENSIVE EVALUATION BASED MULTI-CRITERIA GRASSLAND FIRE DISASTER EVALUATION IN NORTHERN CHINA

摘要
This paper developed a indicator system, model and grades of loss assessment of grassland fire disaster based on the theory of disaster's occurrence, Analytic Hierarchy Process (AHP), and Fuzzy Comprehensive Evaluation (FCE). Take northern China as an example, the results showed that Inner Mongolia Municipality, Sinkiang Municipality (including Sinkiang Corps), Heilongjiang Province and Gansu Province belong to the area of super grassland fire disaster, needs to be managed by the nation; Jilin Province belongs to the area of serious grassland tire disaster, needs to be managed by the nation; Shanxi Province and Shaanxi Province belong to the area of common grassland fire disaster, needs to be mainly managed by the province and assisted by the nation; and Hebei Province, Qinghai Province, Sichuan Province, Ningxia Municipality and Liaoning Province belong to the area of grassland rife alarm, needs to be mainly managed by the city (county) and assisted by the province. This study can be expected to provide objective basis for assessing loss of grassland fire disaster and indemnifying for the loss and theoretical basis for taking comprehensive and active measurements and planning to fight grassland fire in China.
