摘要：

Due to the group native culture is still far stronger on an individual's native culture, government for college still implement centralized administrative management of, not only greatly suppresses the faculty of independence and creative spirit of play, and inevitable led to the internal teaching, scientific research and management performance of worldly and tendency towards utilitarianism, seriously hindered the university spirit play and carry forward. Universities can remove the centralization gradually inside and outside of the administrative management, the key lies in the government's decision and action.
