Safeguards of Unemployment under the Condition of Urbanization: a Case Study of Changsha City, China

摘要
Urbanization is the necessary stage in a regional construction of modernization, and the corollary of the development of human society and economy. There are two inevitable problems in the process of urbanization, that is, immigrant and unemployment. By the demand and supply analysis on safeguards of unemployment in Changsha City, many influencing factors are analyzed, and then the countermeasures are suggested. To avoid the rise of unemployment, we suggest as follows: (1) establishing the safeguard system for the basic requirements of life and promoting employment; (2) standardizing and improving the management and regulatory systems in the safeguard system of unemployment; (3) broadening the coverage of the safeguard system and heightening the ability of safeguards; and (4) developing the system of the multi-channel financing. We think that an excellent safeguard system of unemployment is an important guarantee for social stability and long-term peace, and will expedite the proceeding of urbanization in Changsha City.
