The proliferation of players involved in the field of public health policy is reducing the capacity for autonomous action by the State. Territorial intervention is one of the favoured strategies now put forward by the State to implement the construction of collective public action. As part of the operationalisation of the National Health and Nutrition Programme (PNNS), the Prefect of the region is therefore now in charge of organizing and implementing a multilevel partnership among public and private stakeholders concerned with this matter. Since a request for cooperation is never self-evident, what is at stake is the assessment of the effects the use of such participants have in the implementation of this programme. By examining these complex modalities of co-production of public action, the aim is to participate in discussions on the analysis of reconstructions of patterns of State intervention.
