Comparison of American vs. European SMEs public policies

摘要
Research has provided with considerable information on American and European public policy especially that related to the SMEs, a growing global sector both in size and in economic impact, but only from separated perspectives. Of the various methods of understanding quaylitative data, content analysis has proved its potential and value. As a result, the aim of this paper is to bring together in a comparative review the content analyses results of the Small Business Act of the USA versus the Small Business Act for Europe. Further, this paper reports interesting and important findings, identifying similarities and contrasts in the analyzed official documents. The comparison suggests that, regardless of the European version of the SBA being inspired from the American counterpart, there are two very different approaches to the regulatory and legal frameworks of the SME sectors in the two studied federal systems. While the US SBA focuses on the role of the administration on providing guidance to the small and medium-sized enterprises, the European SME industry is being translated into the SBA based on intensive market research and a persistent business approach.
