摘要：

"People-oriented" as the core of the scientific development concept has lavish connotations. The author Comprehend the essence of the Eighteenth National Congress of the Communist Party of China, based on the four questions that who would insist on the concept of "People-oriented", what kind of people should be regard as the "oriented" in this concept, what is the word "oriented" means to people and how to explain the implication of oriented. The setting and replication of these four questions sought to reveal the scientific connotations of "People-oriented" in a view of neoteric and comprehensive.
