摘要
With the trend of ageing society, it has become a major concern to innovate and establish a care system for the disabled elders. Based on CHARLS baseline survey data, this paper analyzes the age distribution, population structure and living space of the disabled elders in China. It is indicated from the data that disabled elders can be defined as a typical group being "double-impoverished", who are in disadvantages of family care and community space resource distribution. On the basis of statistical analysis, this paper elaborates on functions of integrated care system, proposes new conceptions in innovating and builds an integrated care systemfor the disabled elders. Based on three levels of care system, it is pointed that integrated care system should be concentrated on family care and community organizations as unit and establish elders nursing service institutes with different functions. Meanwhile, it is vital to establish professional service network system for disabled elders and make sure disabled elders care system can fulfill its functions.
