Exigency of time is the most prominent problem in emergency systems. For the sake of reducing the time of response process under the restriction of resources, it is necessary to schedule response activity efficiently. The response process model based on activity network is built and converted to Petri Net. The optimal scheduling based on the reach ability of PN is computed according to four factors which impact on the priority of the activities of response process. The searching method based on illumination solves the problem of explosion of the reach ability graph.
