摘要：
Pennsylvania began developing a statewide strategy to address viability of small water systems in 1990. The authors have been continuously involved in this process. Many pieces of the program are in place and provide foundation for meeting capacity, development and affordability provisions of the 1996 Safe Drinking Water Act amendments.
