This paper reviews the reasons for the 1995 World Bank sector review Priorities and Strategies for Education, and describes the consultative process followed in its preparation. Despite enormous progress, developing and transitional economies face major challenges of enrollments, equity, quality and in delaying reform. They can meet these challenges by giving a higher priority to education, paying more attention to learning and labor market outcomes, focusing public investment on basic education, attending to equity, involving households and encouraging autonomous educational institutions.
