摘要
In the context of the dynamic of international relations, and taking into consideration the physiognomy of internal factors of objective and subjective nature, the evolution of Romanian society has imposed specific forms of manifestation regarding the organization of the state, form and functions of law, and the approach of national diplomacy through public policy within the European system of the last decades of the nineteenth century and those that preceded World War I. In the new historical context, the law and the public diplomacy will be a political bond that made possible the affirmation of the cohesion of the entire Romanian nation by creating a favorable climate necessary to finish building the national state, free and independent.
