Grey Evaluation of Housing Policy's Partition Effect: Empirical Test Based on Panel Data from 35 Large and Medium-sized Cities in China

摘要
The accurate practice and dynamic regulation of housing policies play significant roles in the sustained and steady development of housing markets. Evaluating the housing partition policy effectiveness (HPPE) is essential for determining the operating effect of macro housing policies. Based on the characteristics of the residential market and policy operations in China, an evaluation system and a grey comprehensive evaluation method of HPPE are established This paper measures 35 large and medium-sized cities to test the evaluation model and finds the HPPE of China. The results reveal that there is little relationship between the regional geographical distribution and HPPE, but HPPE is closely related to the urban comprehensive ability. The urban comprehensive ability is stronger, the HPPE is much better. This paper suggests that differentiated policies based on the conditions of the regional housing market should be implemented to guarantee strong effectiveness of policies and guide markets to healthy development.
