International perspective: The roles and options of both developing and developed countries

摘要
Recent years, many developing countries are undertaking rapid industrialization. Unavoidable, the pollution becomes more serious with the increased volume of industrial waste. In some developing countries, the storage amounts of solid waste in many cities are too much which form the serious situation of cities surrounded by solid waste. By presenting the status quo of China, one of the big developing countries and developed countries, this paper is to analyze their characteristics and problems existed: in developing countries, the release volume of solid waste high, technical and managerial capacity backward and short in capitals; in developed countries although high in release volume of the waste, advanced technologies, managerial forces and strong legislation helped a great deal so that it would be much easier to treat the solid waste in more proper ways. Industrialization and urbanization are the main symbol of nation's economic development and social advancement among the developing countries. It is not realistic for developing countries to stop developing economy for reducing waste. But developing countries have tried their best to control, reuse and dispose solid waste recent years. The experiences and measures China adopted will also be introduced in the paper. This paper will point out that: developing countries would play very important role with the potential in minimizing the solid waste by taking advantage of clean production, adjusting the industrial structure gradually, conducting rational planning and advancement. And raise the production under the technical advancement. And raise the public awareness of environmental protection; developed countries would actively play the role in supporting developing countries to change the current situation with financial and technological assistance so as to assist them to conduct clean production and strengthen the control at beginning, set up necessary facilities like incinerators and landfills, which would accelerate the global waste minimization positively. So the future collaboration between developing and developed countries and common efforts would be made in this field will be expressed in this paper.
