A Process Prioritization Model for Implementing Risk Management: The Case of a Brazilian Public University

Risk management has received a great deal of attention by organizations, researchers and regulators in recent years. Specifically in the public sector in Brazil, this concept has become more important since the issuing of a legal demand requiring all public organizations to adapt and implement a risk management framework. This regards not only strategy, but also the operational business processes, with the aim of fostering continual improvement. Hence, the problem arises as to which processes should be the first to implement risk management. This paper describes a process prioritization model for the implementation of risk management through the combination of two multicriteria decision-making methods: the Best-Worst Method and PROMETHEE II. Although this model is applied to a Brazilian public university, it can be adapted to other organizations as well.
