摘要
The process of formation of personnel management as a science began with the development of management itself. With each new management theory', the attitude towards personnel in the organization changed: from "a cog in the mechanism" to "human relations". Most modern authors consider the evolution of personnel management as a gradual shift from the concept of "personnel-muscles-work" to the concept of "personnel-person-social system". The staff is considered as the basis for the formation and main competitive advantages of the organization. By its nature, the evolution of the theory of personnel management has gone from reactive management to strategic planning of the human resource management system. The role of the human factor of production has increased with the development of the scientific and technological revolution of the last third of the twentieth century. - the beginning of the XXI century', which was characterized by significant changes in the structure of productive forces and industrial relations, which was reflected in the evolution of scientific approaches to the study of the essence of human characteristics and its potential. Man, with the totality of its inherent capabilities. has entered the role of the main productive force of modernity.
