摘要：

The author thinks the optimization of the spatial structure as the core, and considers the implementation of main functional areas strategy as the main premise, and reviews of the four capacities theory and the regional elements, and reveals the theme of regional self-development capacity of should be to develop, rather than simply the ability to build, and constructs the analytical framework ("space value-regional functional division-regional self-development capability-the regional interest"), to explain the western regional self-development endogenous path and exogenous path, accordingly proposes that regional spatial awareness is the cornerstone of regional policy formulation, regional development capacity-oriented is the work core of local government, and six relevant specific policy recommendations.
