Energy efficiency and renewable energy technologies in Central and Eastern Europe as a strategy for activities implemented jointly

There is a significant potential for the joint implementation of energy efficiency and renewable energy sources in Central and Eastern Europe (CEE). In this study, 13 fuel switch projects in CEE are analysed. The analysis of the projects is made from the perspective of the main actors or interest groups involved in RES and RUE projects in GEE. The study suggests an approach where the project data are organised and analysed according to the interests of these groups and presented in a coherent form to improve the assessments of these projects. The results show that the projects financed through loans are more cost-effective than those financed through grants. Problems with data availability and quality make the project assessment difficult. Improved monitoring of project results is needed. The quantification of risk costs must be explored further. To better understand what makes jointly implemented projects successful it is important to account for the incentives and objectives of all involved interests groups.
