摘要
The paper presents the main steps to the identification and definition of the sources and targets of the financial flows required for the diminution and complete removal, if possible, of pollution as well as the reconstruction of the financial mechanisms and instruments of environmental protection aiming at the environment consumers; the elaboration of the managerial construct as a subsystem and of the integrative financial architecture oriented toward the institutionalization, instrumentation and holding responsible the participants in control, and toward diminution and removal of environmental risks. Risks related to the use of products sometimes cause the discontinuation of the products by manufacturers, while risks concerning so-called "free" goods, i.e. air and water pollution, have become a reason for criminal responsibility. As economic theory is about to abandon the concept of "free" goods, i.e., to introduce the concept of inferred values to be accounted for, "free risk" should be accepted as risks caused by humans, which must respond to the generator thereof, particularly those who produce dangerous goods.
