An observation on property rights closure of Rural Land Reform

This paper differentiates the subject change of land property rights in the collective system and the household responsibility system (HRS) by historical analysis, comparative analysis and summative analysis. On this basis, the concept of property rights closure is defined. The classes and its interests of land, especially its land property rights, as the most important constraints of land transfer, directly determines the scope and scale of land transfer, even the path of land institutional change. For the purpose of promoting the land transferring and obtaining the economies of scale in agricultural production, must pay full attention to the protection capabilities ( function) of land, strip and replace it reasonably, and ensure the peasants' property rights closure.
