Literacy in educational assessment as assurance for maximal teacher utilization

摘要
In classroom assessment practices, teachers usually adapt or adopt past questions by WAEC or JAMB, probably due to incompetence in educational assessment techniques. But an earlier content validity study shows that WAEC SSCE Physics test items do not measure the acquisition of scientific literacy (it should be noted that the acquisition of scientific literacy is a goal set for school science teaching internationally). This study repeated the content validity study and found that WAEC SSCE Biology test items too do not measure the acquisition of scientific literacy. These findings emphasise the need for specially designed pre- and in-service teacher education programmes that would adequately foster teachers literacy in educational assessment, and consequently ensure maximal teacher utilization.
