The Slovenian S&T transition

After having introduced political, economic and social reforms in 1991, the Slovenian science and technology system (STS) underwent gradual and passive restructuring. The R&D units in the business enterprise sector downsized substantially due to the break up of large industrial companies, while the academic research institutions (universities, government research institutes) failed to link their R&D efforts with the mainstream of economic and technological development. There are still open dilemmas as to what extent government policy measures should intervene in the field of R&D and technological innovation.
