Exploration of the Reasons for Mismatched Functions of Local Governments in Metropolitan Community Administration in West China

Community, as a brand-new carrier of city administration and citizen selfgovernance, not only is it responsible for government's administration, but also is liable for citizen and society's selfgovernance The construction and administration of city community should meet both the need of the society and the reform of government administration. The community construction is a new orientation in Chinese social development. There is no forthcoming method of building which community or how to promote the development of city community. We need to explore it in practice continuously according to different situation. However, in the administration of community the government undertakes some functions which don't belong to it. As a result, the dislocation of functions turns up and it brings about confusion.
