摘要：

President Vladimir Putin has a highly specific understanding of "strength" and "weakness." This is especially true of Russia's relations with the United States. Anyone who fails to grasp this understanding correctly runs the risk of misjudging Russian policy and reacting in a politically inappropriate manner. This can be seen yet again in the summit between Putin and U.S. President Joe Biden in Geneva on June 16, 2021, as well as the events leading up to it and the consequences that followed.
