The lack of knowledge, on post-disaster reconstruction process and reconstruction periods, especially the recovery concepts, recovery recognition models and related disaster recovery case studies, is the key restricting disaster risk management decisions. From the possible economic development scenarios post-disasters, this paper first analysis the post-disaster economy recovery concept, i.e. post-disaster recovery is associated with attaining a new and stable state rather than regaining pre-disaster conditions. The empirical study of economic recovery and quantitative recovery recognition model application from the Tangshan earthquake in 1976 demonstrated that the output change rate difference of Gross Domestic Product and construction industry, which can well reflect the recovery process, can be treated as two core indicators for post-disaster process recognition.
