A. three-factor analysis model of human resource development and management: a case study

Human resource development and management (HRDM) of a region is influenced by various factors like human resource quantity, quality, cost, benefit and protection. Accordingly, it is crucial for a region to identify controlling factors influencing the HRDM performance. However, current related research is still in its infancy and is difficult to identify controlling factors and measure the ability of HRDM to contribute to regional economy and its sustainable development in a systematic way. Factor analysis is applied in this paper to identify the controlling factors for the performance of a region's HRDM. A three-factor analysis model of HRDM for a region, which integrates factors of human resource development and economic development, human resource protection and human resource potentiality, is presented. They are used to identify controlling factors of the HRDM performance of Wudang district of Guiyang city in Southwestern China. The results provide a basis for strategy making of a government in regional human resource development and management.
