摘要：
The effective evaluation method of the Quality Management System (QMS) of Scientific Research Institutes (SRI) was discussed in this paper. Allowing for the characteristics of SRI, the definition of QMS effectiveness was concluded. The indices framework was build based on AHP, and the weight allocation was also given by combining expert grading. Then the overall evaluation model for QMS of SRI was proposed using TOPSIS method. Finally, a sample was illustrated. The result shows that this effectiveness evaluation indices system and comprehensive evaluation model can give out the evaluation result both qualitatively and quantitatively, and it will help the SRI to find their problems and deficiency in quality management deployment process and it is of great significance to improve and perfect the QMS of SRI.
