摘要
For research academicians, peer review is for the purpose of transforming information to knowledge. Especially for Ph.D. candidates, the end purpose of the degree is to add something unique to the body of knowledge, the dissertation presumably evidencing the candidate's ability to do research toward that end. Herein is an overview of the similarities between the graduate school regimen and publication in the real world. Given this, we further clarify the central aim of peer review: to strengthen the quality of that process. There will be a brief discussion of central problems associated with peer review, including a visit to some main aspects of the principles of discovery. Included is the major one I term ''Heisenberg's Swamp'' that is a major barrier to knowing. However, the emphasis in this paper will be on the strengthening of educational values in order to help correct the problems that have emerged with the peer review process. Until academicians, especially peer reviewers, live those values, one cannot hope for much change. Core to the discussion of solutions will be identifying educational values, expressed most poignantly by philosophy.
