摘要：
The global financial crisis caused by the U.S. sub-prime crisis in 2007, fundamentally speaking, is the result of financial innovation and inadequate regulation to financial innovation. Social welfare is useful to decide whether financial innovation will be done or not. When the social welfare with regulation on financial innovation is more than that without regulation, it is necessary to regulate the financial innovation; on the contrary, when the social welfare with regulation on financial innovation is less than that without regulation, it is not indispensable to regulate the financial innovation.
