Can international cooperation base for science and technology drive cooperation ability? Evidence from Xinjiang China

the Base for International Science and Technology Cooperation (BISTC) serves as an important platform for international science and technology cooperation. As one of the core regions of the Belt and Road Initiative, Xinjiang's capacity for international science and technology cooperation influences the effectiveness of this Initiative. The current study evaluates the capacity of Xinjiang BISTCs' international science and technology cooperation using principal component analysis (PCA). Results reveal four principal components that affect the capacity of international science and technology cooperation. The primary factors include academic communication, visits to and from other countries, organization funding investments, number of international core papers published, etc. The findings of the current study provide significant insights for the reasonable evaluation of the innovative cooperation capacity of Xinjiang BISTCs and the optimization of its construction.
