Quality of products is closely related to the long term and healthy development of enterprises. Therefore, it is an inevitable trend of social development to construct enterprise's total quality management based on balanced scorecard. Firstly, this paper analyzes the necessity of constructing a total quality management system based on balanced scorecard, drawing the complementary of advantages and disadvantages between the balanced scorecard and the total quality management system. Then, according to the commonality of them, this paper analyzes the feasibility of constructing the total quality management system based on the balanced scorecard. Finally, from the perspective of the balanced scorecard, this paper use four dimensions to divide the implementation process of the total quality management strategy respectively, which are he financial in the balanced scorecard, the internal business process, learning and growth and customers. At last, this paper makes the integration of the total quality management system and the balanced scorecard in theory.
