摘要：

Control, protection and monitoring systems in HV substations have been basically changed in recent years. Using digital based data processing and control systems along with digital communication networks introduces new methods for design of control and protection devices and new structures for substation control system. In this paper main structure, features and requirements of new systems will be presented. A new scheme for basic function categorizing of substation control and monitoring system will be introduced. Then this new concept for combination of suitable control and monitoring functions will be discussed foe a sample implementation.
