摘要：

Talent resources have already become the most important strategic resource, the task of higher education is to train senior specialized talents with innovative spirit and practical capability. From 1998 to the present, the scale of professional and technical personnel keeps increasing in Henan Province, but the structure of professional and technical personnel has some problems. In order to promote the rationalization of talents structure of Henan Province, the development strategies of higher education should be accepted, the first is to strengthen the connotation development of higher education and to improve the quality of higher education, and the second is optimizing the structure of higher education subjects to promote talent structure rationalized.
