New threats appear continuously at borders and efficient reaction from responsible authorities is also sought from technical point of view. The sustainable development of an integrated border security system (IBSS) is posing several challenges. Enhancing situational awareness for responsible authorities depends also on mobile communication network. Choosing the right technology and development option for this network is a critical activity when the sustainable development of an IBSS is desired. This paper presents an approach to tackle the above mentioned aspects by applying the systemic approach principles to define interdependent performances and hierarchy character within Romanian IBSS. Key components and definition of a sustainable development of such system have been derived (e.g. cost-benefits analysis, end-users and interoperability). In addition, a dedicated tool for enabling the decision-making process has been used and results are presented for the case study of choosing the appropriate solution for a next-generation broadband communication network development in three border counties.
