As a particular activity for the army in responding to great emergency, satisfying especial equipment requirement, keeping and enhancing combat capability, emergency equipment procurement plays an important role. Facing increasingly complex environment, theorists and practitioners concern highly about how to increase emergency procurement's efficiency. Starting by analyzing emergency equipment procurement's and agile supply chain management's conception and characteristic, this paper summarized the necessity and feasibility of emergency procurement optimizing, which based on agile supply chain management, and studied initially its optimizing method from the following aspect: process reengineering, information integration, coordination cooperation, which make way clear for emergency equipment procurement's long-term development.
