摘要
The term, smart city" is often used not in a universal (holistic) way but with narrow relation to various aspects which range from ICT (Information and Communication Technologies) to smart residents. In addition, the context of the "smart city" should refer: to the relation between city government and citizens, and to the use of modern technology in everyday urban life, which includes innovative ITS (Intelligent) Transport Systems, infrastructures and logistics, as well as, efficient and ecological energy systems. This article addresses these issues in the context of a development of the UE with strong influence of the smart cities. It examines the smart city determinants and structure of such city, the role of these factors in building institutional infrastructure to support the UE economy and also the development of associative modes of governance at different scales within the city.
