Discussion on construction management of governmental investment project in three dimensionalities

The governmental investment project as the construction project of financial investment is the key point of the reform in our country at present, in order to raise the project management level of our governmental investment, I think that we should discuss deeply in three dimensionality: management system, management mode and contract mode, setting up project management system in which the investment decision function, investment and financing management function and project management function are separated, setting up management mode that Project Management Company which is socialized, professionalism and specialized, undertake government owner's construction management function, setting up contract mode that government uses construction documents design and construction general contract, then further more mainly by design and build.
