摘要：
Small and medium enterprises (SMEs) are becoming an important power in the process of revitalization of the Liao Ning Old Industrial Base. Developing SMES clusters for that aim is meaningful not only in theory but also in practice. This thesis begins with the analysis of the clusters and the SMES competitive advantage, and goes deep in the strategic option of SMES cluster in Liao Ning Old Industrial Base.
