摘要：
CHP not only saves energy but also preserves circumstances. It is the procreative mode that developes continually. The paper analyzes many questions CHP enterprises have. and it constructes the EVA-B model of Warning evaluating System that is applied the Heilongjiang provinceCHP enterprise and enterprise evades riskes and nipes in the bud.
