摘要：
The Internet and Emerging Digital Economy (E-Commerce) are expanding at a fast rate. This development is not without some problems. Ensuring privacy and security when conducting business over the Internet remain as the major concern. Towards this end, the US and Europe are taking the necessary steps to handle the problem. However, the difference in the approach being taken by both is causing conflict.
