摘要
It is important to study emergency management of accidental disasters. From the view of organization behavior, combined with the practice of emergency management of safety work in China, the four factors - legal principles, governmental effects, media's function and response network in the process of emergency management system of accidental disasters were clarified systemically. The research result shows that if the emergency management system of accidental disasters is ensured to work efficiently, the legal principles used to treat accidental disasters by law should be defined firstly. The governmental effects should be strengthened, which the effective early-waming and quick-reaction mechanism of accidental disasters should be set up further. And the media's function should be handled correctly when the accidental disasters occur. Moreover, the crisis response network of all the society should be built up to promote the overall level of emergency management of the society.
