Countermeasures and Suggestions on the Yellow River Management in Inner Mongolia

摘要
The Yellow River main channel in Inner Mongolia Autonomous Region is one of the sections of the Yellow River facing the challenges of flood and ice flood control. It witnesses serious sedimentation, frequent floods, serious situation of flood and ice flood control and arduous governance task in recent years. This paper systematically analyses the main reasons for siltation in the river channel in Inner Mongolia, the main problems of the existing embankments, river training works, reservoirs operation and flow observation; proposes the measures and the relevant advice of long term, recent and current management. Ice flood prevention and control in the Inner Mongolian reach is chiefly concerned with constructing emergency ice flood detention (flood detention) area, to alleviate the pressure from ice flood as soon as possible. The near future will witness the river embankment in Inner Mongolian to be raised and reinforced fully, the river training work to be constructed, and the Haibowan reservoir to be built. It is also to develop water and sand regulation experiment in the upper reach at the right moment, slow down the pressure from ice flood in Inner Mongolian section of the river. The long term countermeasures are to construct the Big Willow reservoir, strengthen government of the Shidakongdui branch, and implement western line of Water Transfer from South to North project to increases the water volume of the Yellow River and so on.
