Insight into local development from the university in a Cuba municipality

摘要
The purpose of this research was to contribute to create an organizational culture that promotes the production, exchange and socialization of knowledge and a continuous training of the members of the Local Development Management Group of the government, according to the needs of useful knowledge to solve, in the local business environment, the complex socioeconomic problems appeared during the governmental, productive and service management of the territory. A series of basic definitions taken into account in the process of conformation of the Local Development Management Group in the municipality of Camajuani are conceptualized. Training is confirmed as a basic process in the preparation for the territory to assume a sustainable and self-managed local development process. The challenges of great complexity posed by the University Management of Knowledge at local level are clarified. The role and functions of the Municipal University Center (CUM) as a local university in the Local Development Network, the principal actors of the Network, the results of the initial diagnosis of the municipality, the main Strategic Lines of the territory and the basic composition of the Local Development Management Group in the municipality are defined. Work was done on the application of indicators and the measurement of the impact of Higher Education on local development.
